Cold air moving south from Canada is bringing an early winter chill to much of the country. Typhoon Uwan, also known as Fung-Wong, is intensifying in the Pacific Ocean and moving toward the Philippines. It is expected to hit northeastern Luzon on Sunday, November 9, or Monday, November 10, bringing heavy rain, winds up to 200 km/h, flooding in low-lying areas, landslides, and rough seas. Infrastructure damage and power outages are possible. Advice: - Avoid coastal areas over the next few days. If you are near the coast, move further inland. - Improve your location to closed, stable structures that are elevated off the ground. Make sure you have a supply of water, food, and medicine in case of damage to infrastructure. - There may be power outages. Following the impact of Typhoon Kalmaegi on Vietnam, Vietnamese authorities have announced the closure of 6 major airports in the central coastal region and the mountainous Tan Nam region. Vietnam Airlines has canceled or rescheduled over 50 flights on November 6-7 as Typhoon Kalmaegi approaches Vietnam’s central coast. The storm is expected to bring winds up to 166 kph and waves of 8-10 meters, posing a significant risk to coastal and aviation operations. Advice: * Avoid non-essential travel to coastal and central regions of Vietnam from Nov 6-8. * Expect flight delays, cancellations, and possible road closures due to flooding and high winds. * Allow additional time for check-in and security screening. * Confirm flight status directly with airlines before traveling to airports.

Heavy rainfall on the night of November 6 led to severe flash flooding in the popular tourist area of Patong, disrupting Loy Krathong festivities. Streets around Soi Na Nai and surrounding intersections were flooded, with floodwaters reportedly reaching waist-deep in some locations. Drainage was hampered by high tides, worsening the flooding. Shop owners and residents scrambled to protect property, and some roads became impassable for smaller vehicles. Advice: - Avoid travel to affected zones in Patong until floodwaters fully recede. - Do not attempt to drive or walk through flooded streets; even shallow water can conceal hazards. - If already in the area, move valuables and electronics to higher ground. - Expect possible disruptions to hotel services and transport routes across western Phuket. - Wear waterproof footwear if outside, and avoid contact with standing water due to health risks.

Heavy rain and thunderstorms are forecast for today also. Authorities warn of unstable terrain, blocked roads, and continued risk of additional flooding and landslides, particularly near rivers and low-lying valleys.   Advice: * Avoid travel to or through Highland Papua until conditions stabilize. * Move to higher ground immediately if heavy rain persists for over an hour. * Expect limited road access and communication disruptions in affected districts, and plan accordingly by alternative routes, using satellite communication if available, and informing contacts of your movements in advance. * Monitor local BNPB and BMKG updates for evacuation orders and weather alerts. * Ensure access to clean water, basic food supplies, and emergency communication tools.

Senegalese authorities confirm human and animal cases of Rift Valley Fever in northern farming zones bordering Mauritania. WHO reports dozens of infections and several deaths since late September. The virus spreads through mosquito bites and contact with infected goats, cattle, or sheep. Veterinary teams are treating herds and conducting community awareness campaigns, but flood conditions and livestock movement increase the risk of further transmission.   Advice: * Avoid direct contact with livestock, animal carcasses, or raw animal products. * Apply mosquito precautions- repellent, long clothing, and treated nets, especially at night. * Travelers in rural zones should carry basic medical supplies and avoid slaughter areas. * Report any fever, fatigue, or unusual bleeding to medical authorities promptly. * Follow updates from Senegal’s Ministry of Health and WHO advisories.  

Mauritanian health authorities and the World Health Organization report a major Rift Valley Fever outbreak affecting livestock and humans in rural areas. As of late October, more than 250 confirmed cases and dozens of deaths have been recorded. The disease, transmitted by mosquitoes and contact with infected animal blood or tissues, continues to spread among herding communities. Seasonal rains and standing water are sustaining mosquito populations.   Advice: * Avoid contact with livestock, animal blood, raw meat, or unpasteurized milk. * Use EPA-approved mosquito repellent, wear long sleeves and pants, and sleep under treated nets. * NGOs and field teams should suspend or relocate rural activities and use full protective gear when handling animals. * Seek immediate medical care for fever, weakness, or bleeding symptoms. * Monitor updates from the WHO and Mauritania’s Ministry of Health.
